Well in my case, public wifi has been "just working" these many years
since, on many and varied flavours of Linux including the last mumble
versions of Ubuntu. Open and restricted wifi, too. So my own gut feeling
says that something on his computer is misconfigured or broken. Gut
feelings are no use though - what's needed are facts. If he is unwilling
or unable to do what's needed to get him closer to a solution, then he
needs to hire someone who can do it for him.

This is, after all, basically a self-help group.
