When I issue the same command, I get this:

$ ri String

"No ri documentation found in:

Was rdoc run to create documentation?"

... Some other stuff about where to get documentation

In the description field for "apt-cache ruby1.8" there's this:

"This package provides version 1.8 series of Ruby.
 .
 On Debian, Ruby 1.8 is provided as separate packages. You can get
 full Ruby 1.8 distribution by installing following packages.
 .
   ruby1.8 ruby1.8-dev ri1.8 ruby1.8-examples libtcltk-ruby1.8"

Those packages are are not installed by default. You can install the
ruby1.9.1-full metapackage (or ruby1.8-full, depending on which ruby
interpreter version you have installed) to pull in the other packages.
