linux/ubuntu application requirements (from GUI)

Linux apps use a specific toolkit (QT is a toolkit, GTK, etc). Window
managers really don’t have much to do with apps. If you run a QT
application under GTK (for instance, a KDE app in GNOME), they should run
the same way they do in KDE, but they make look strange, or the theme may
be broken, unless the app is dependent on an app in KDE. For instance, if
you were to run a KDE app that permanently removes the taskbar in KDE
(although there are none that will do that), the app will not work in
GNOME, since the KDE taskbar is not there in GNOME, and therefore, the KDE
app will not see it, and will not work. I’m sorry if this is complicated
and hard to understand. Thanks!

I am confused about linux applications. are the applications dependent on
WM like GNOME or KDE or Compize etc?
in other words, for example an application like "disk usage analyzer" is
dependent on which window manager I am using? will it run with 'same
functionality' under xfce/gnome, kde etc?
and are all applications like that?
