I am using on board VGA, but preferable will be at least an AGP card,
if you can better it with SLI 8/12x with 512 memory AND COMPATIBLE
with ubuntu 10.04. Pick your own brand.

for GIS application, one generally needs ( if it will be running the
GIS application + data on the same system) then Max memory as per the
M/b capacity + cost permissive.

These days most of the boards come with Gigabit Ethernet, that will be
beneficial.

Hot Plug are a costly proposition, I am not sure you will be able to
get them within the cost stipulated. For internal SATA-II HDD should
do.

For 64 bit, any day. I would suggest AMD 6 core Phenom 64bit. With GIS
a lot of Matrix manipulation and floating point calculations are done
in the background.

For quality and replacement you will need to clarify with your vendor,
what kind of after sales support you can get from them.
I have been working at home on a AMD 6 core with 4GB DDR2 and 500GB
SATA-II HDD, now for 1 and 1/2 yrs without any major glitch, non stop.
I have VM server with three VM installed and working.I have been in
GIS field for nearly 20yrs. I was able to buy all this within $1000
(after conversion from Rs. to $).
Purchasing.....This will be better answered by people living in your
city ... I dont think Delhi / India will be the destination for
shopping :).
