I promised that I would not reply until something interesting came up.
Well, this is barely interesting enough, but I'll be lenient.

You need to have/do the following to become a member:

1. Create a Launchpad account on http://launchpad.net. This is the same as
an Ubuntu One account. If you do not know how to do that, then that is a
technical question and you should start a new thread about it.
2. Create an OpenPGP key. If you do not know how to do that, then that is
a technical question and you should start a new thread about it.
3. Download the CoC text file and use your OpenPGP key to digitally sign
it. Again, this is a technical question, start a new thread about it.
4. Upload the signed document to Launchpad. If you got this far, then it
shouldn't be a problem. If it is, start a new thread...

I cannot emphasize this enough: do not be afraid to ask questions! There
is no shame in still being unsure after you have read the available
documentation.

FYI, this is my Launchpad account: https://launchpad.net/~amedee
As you can see, I'm a member since 2005 and I signed the CoC in 2007.

I hope that this answer helps you.
