thats only one of the steps you need to take to become a member ...
see the wikipage i sent above ... 
you also need a wikipage about yourself where you document your past
contributions to the ubuntu ecosystem and preferably have some
testimonials of existing ubuntu members about your work and interaction
with the community.
with that wikipage you need to apply at one of the listed teams and
attend a membership approval meeting of the team you chose to apply for.

membership is more than something you can get for free by just signing a
document, its something you have to earn by contributing one or the
other way to the project (documentation, artwork, support, bugfixes, QA
help and testing etc etc).
