There are a few options that let one do a lot of deceleration at the
beginning of the mouse movement, which while not providing a linear
experience at least slows the mouse down for any given table distance
traveled. Here is a sample:
       Device Accel Profile (256):     0
        Device Accel Constant Deceleration (257):       1.000000
        Device Accel Adaptive Deceleration (258):       1.000000
        Device Accel Velocity Scaling (259):    10.000000
