Xournal: how to use for an existing pdf?

Right... If they don't work I find it easier to us Xournal or Inkscape
to fill in. Here's an example:

www.va.gov/vaforms/medical/pdf/vha-10-10EZ-fill.pdf

The renewal form:
https://www.1010ez.med.va.gov/sec/vha/1010ez/Form/1010EZR-fillable.pdf
works. The first one doesn't.
