You seem to misunderstand what LTS is.  Of course packages are falling 
behind.... Unless a change is absolutely necessary to fix a showstopper 
bug or security hole, they stay absolutely the same.  What you want is 
an up to date release, which is rapidly released every 6 months.


Oooh, I C, you don't really want an up to date desktop, but just a 
cherry pick of of packages you want upgraded overtop a previous version 
of everything else.... You'll have to make your own distro for that I'm 
afraid (or more practically, become comfortable with building your own 
packages/updates from source.)
