This was discussed in the xubuntu list:
Now we change the run level to 1:
Edit:
/etc/init/rc-sysinit.conf
env DEFAULT_RUNLEVEL=2
...should be...
env DEFAULT_RUNLEVEL=1
Ubuntu will run on level 1 instead of 2 for until you change this again.
