Command to scale up CPU?

I noticed that my CPU is running at 1000GHz, despite this being a 2 GHz system:

I installed guidance-power-manager and that let me graphically
configure 2 GHz, but I cannot figure out the command to scall the CPU
from the CLI should I not wish to install guidance-power-manager in
the future. What is the command?
