Christopher, you're right about 1, 2 and 3.

I'm not a decision maker (I'm just an average lawyer working for the
Federal Tax Administration), certainly far from being an advanced user
on GNU/Linux, and all I need is my desktop computer being able to join
AD.

And I couldn't agree more with you about how nice it'd be if I could
talk the IT Dept into rolling out Samba4 Alpha13; but the problem is
that we're talking about a government office with all the bureaucratic
procedures that implies, plus the lobby you mention, and a history of
public offices paying for software licenses and most of desktop users
knowing only Windows as the only valid alternative.
