[ADMIN] List conduct

Once again it seems necessary to remind the members of this list that
we expect a minimum level of behaviour from _all_ contributors.
If you haven't already, please take a moment to read and digest our
Mailing List Etiquette.

Specifically:-
"Fundamental aspects of the Code of Conduct relevant to mailing lists include:
Be considerate
Be respectful
Be collaborative
When you disagree, consult others
When you are unsure, ask for help
Step down considerately
Avoid flamewars, trolling, personal attacks, and repetitive arguments"
There's a few thousand subscribers to this list, and only a minority
whose behaviour doesn't meet our minimum expectations. Given the high
traffic on this list the moderators appreciate being made aware of
incidents on this list, but clearly we'd rather these issues didn't
happen, and everyone used the resource in the way it was intended.
The moderators will have to take action where users are spoiling the
use of this valuable resource.
