Beginner Q3: Is there a way of permanently unlocking the keyring?

Is that also true if you auto-login? Some google results said that if
you auto login it may ask for password as pwd has not yet been
entered, but if the network connection is for All Users then it will
not ask.
In addition I could not find how to change the keyring password, there
were some suggestions but no consensus.
