Panel bug?

This thing is a "NEW" bug considered of MAJOR importance and it has
been open for over 8 YEARS!

Apparently there are a few patches that have been around since earlier
this year, but for some reason this MAJOR NEW bug is not important
enough to get attention.  Does anyone else ever user vertical panels?
