Panel bug?

I run a really wide screen so I prefer to lose panel space at the
sides rather than the top/bottom.  I used to run a single panel at the
bottom that looked too muchlike the Windows task bar, but I recently
decided that side panels were "better."

However....

I run the "bottom" panel on the left edge of my screen and the "top"
panel on my right.  The Windows List applet runs in the left
("bottom") panel, and it has revealed an interesting behavior that I
find extraordinarily irritating and I suspect it is a bug, in two
parts.

1. For some reason, the applet thinks it only has about 1/3 of the
panel in which to run, which means that it limits itself to way less
space than it actually has.  (This does not occur if the panel is
horizontal, as in on the bottom.)

2. If I open more than 8 windows and have the "Never group windows"
box checked, beginning with window #9, the applet starts flashing like
mad, repainting itself every few fractions of a second.  This
continues until I close windows 9+, sometimes also until I click the
mouse on the panel (right or left does not seem to matter, but
right-click is more effective).

Has anyone else seen this?

I'm planning to file a bug on this, probably against GNOME but also
Ubuntu for good measure.

(I can make this happen on at least two different workstations -
haven't tried my portable yet.)
