Do you have any torrent installed? Check e.g. like this:
% dpkg -l \*torrent\*
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)

This is on a Jaunty system (noticing that I forgot to install a package).
Torrents can be configured to donate some bandwidth for the sake of
relieving load from the big servers.
