Do you have any torrent installed? Check e.g. like this:

% dpkg -l \*torrent\*
| Status=Not/Inst/Cfg-files/Unpacked/Failed-cfg/Half-inst/trig-aWait/Trig-pend
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
||/ Name                                       Version                                   Description
ii apt-transport-debtorrent 0.2.1ubuntu2 an APT transport for communicating with DebTorrent
ii debtorrent 0.1.9 bittorrent proxy for downloading Debian packages
un python-debtorrent <none> (no description available)

This is on a Jaunty system (noticing that I forgot to install a package).

Torrents can be configured to donate some bandwidth for the sake of
relieving load from the big servers.
