I would have to say "no". I would get the latest Kubuntu CD
immediately, and try it out under Windows. Chances are, it will run
crazy-fast on your computer. It ran pretty fast on my 900MHz machine.
If all you need is simple text, graphics, email, internet, then you
can do most of that with Kubuntu. If you absolutely *need* to run a
Windows-only program, then a Virtual PC could be installed under
ubuntu, with XP or Vista installed in the Virtual PC. You could use
WINE, but I wouldn't reccommend it if you are not expirienced.

The reason I keep saying Kubuntu instead of Ubuntu is because the KDE
desktop is almost identical to windows, and you can theme it to look
indistinguishable from Vista or 7 (then again, I themed my XP to look
like KDE...).
