vsftp unable to access

Port scan shows:

21
139
445
631

All open.

The funny thing is, if I try my isp issued ip address, not the machines
local ip address it shows only port 80 open, even though I have not
opened it, and port 21 and 20 do not show as open, even though I've
opened them.
