I would say YES to that, and also remind you (et al.), that Ubuntu is 
the distribution, which includes, at the core,
a gnu/linux kernel and basic tools, packaging system, etc.,
and, on the surface, a) an excellent community, and b) literally 1000s 
of applications, and that the DE or WM you CHOOSE to use is just one of 
those applications, and that you have many, many choices for a DE or WM, 
and that to judge the entire distribution on your experience with one of 
those DE or WMs is ludicrous.
