recommended box for voip QoS

Cheap,
Headless,
2 ethernet ports,
fanless,

between DSL modem and my network.
to implement QoS

Need to be able to run upload/download speed tests,
without negatively impacting my voip calls.

If it can do that my normal traffic will not impact the voip calls.

My old clunker PCs
can do the job, but
they are not reliable enough,

and the new boxes I've found so far
are way too expensive.
