Perhaps you are referring to http://www.freeproxy.ca/ or a similar IP
anonymizer to browse the Internet.

If you a living in a country that blocks Internet access to some
places (and not UK as your mail suggests), maybe they have already
blocked access to your preferred free proxy provider.

Or perhaps I just did not understand the exact nature of your problem.
