Help for Ubuntu 9.04 and HP printers.

Dear All,
I am working on implementing Ubuntu 9.04 across our LAN users, and we
have many printer HP 1010/1018/1020/1007 etc.
I have experienced that whenever I install Ubuntu on the PC with
printer attached, Ubuntu / Printer identify the required driver /
firmware and work properly. But when Printer is attached later and
tried to give print, even after giving flash of "job completed" no
printout is there.
I even tried to upgrade HPLIP to 3.9.6b but doesn't help. I tried with
CUPS (with web interface also) but doesn't help. I am fighting for
last 15-20 days but unable to get the printout.
Today I found from http://foo2hp.rkkda.com/ that we need to load the
driver as well as firmware as per given the process.
We have followed the process and load the firmware and finally got the printout.
Now the problem is
1. Our user does not have the direct net access thus we can not run
following command at client to install firmware as suggested
$ ./getweb 1018 # Get HP LaserJet 1018 firmware file
1.1 Can we have download the firmware and load through local server ? How??
2. If Ubuntu and Ubuntu community is knowing this, can any expert
person resolve this ..............

DON'T USE the foo2zjs package from: Ubuntu, SUSE, Mandrake/Manrivia,
Debian, RedHat, Fedora, Gentoo, Xandros, EEE PC, Linpus, MacOSX, or
BSD! *** Download it here and follow the directions below. " ALL IN
RED AND BOLD.
When following the instruction, my issue is resolved, means problem
could be resolved this way.
CAN THIS SOLUTION BE INCORPORATED IN 9.10 .........
