File permissions?

I think it may be a file owned by root.


   Gedit will let me
> change it but will not then let me save it.

	This proves it is a root file.

If you want to change one of those files in a terminal do this:

	$ sudo gedit filename

and give your Ubuntu password. Then your a root operator and 
can change anything so please be careful.
