jEdit's been around for over a decade, and is in Ubuntu's universe
repository.  It's a programmer's editor, but does not include compilers;
rather it has syntax support for many programming languages.

No, it means that the person trying to edit has read permission but not
write permission.  It does not mean that root is the owner.
