It would be helpful to know what OS you are working from within, and
what's already on your mini-9 so everybody here can have a better idea
of what you're up to. For now, I'm going to assume you have windows on
your mini-9, you are trying to replace windows with ubuntu, and you are
doing all the work from the existing windows on said mini-9. Please
correct me if I'm wrong.

I assume that since you have a Dell mini-9 netbook, they are wanting you
to download the netbook remix version of Ubuntu (though a standard
desktop version would probably work just fine as well). The Ubuntu NBR
version is available directly from http://www.ubuntu.com/, just go to
the 'Ubuntu 9.04 Netbook Remix' tab-thing across the very top of the
page, and click the 'Download the Netbook Remix' button. Optionally, the
direct link is here: http://www.ubuntu.com/getubuntu/download-netbook

Additionally, that same page has a link with instructions on how to get
the disk image onto your flash drive in a boot-able manner. Direct link:

Ubuntu 9.04 (as well as all other versions of Ubuntu) are available for
download as a disk image file (.iso). Roxio is just a CD burning
application that will allow you to put that disk image onto a physical
disk. Technically, there isnt a 'wrong version' for your netbook...
heck, you could probably install Ubuntu 9.04 Server Edition on the
netbook, and it would most likely work just fine (though sans a GUI).
The only advantage of using Ubuntu NBR seems to be that the screen
format is optimized for touchscreens and screens w/ small resolutions
(i.e. modern netbooks).

Wont take much time at all, I hope :)
