That's because it doesn't, it's just badly named :)
It more or less just gives the same info as you received in the answer
you quoted: enable proprietary drivers (if any) and install the
configuration application, compizconfig-settings-manager, if you want to
change the default settings. It also recommends an alternative window
decorator, emerald (there is a typo in the page), without explaining
what it does. It's not needed, though.

In all, the page is not an all that great. Do not its date however, it
was created long before hardy went into beta.
Installing compiz as such is more involved and was needed before Hardy
(note: NOT needed in Hardy anymore) :
