AFAIK update-menus only has an effect if the "menu" package is
installed, and even then it just generates the Debian menu (a submenu of
the Ubuntu menu with decidedly worse structure, but containing more or
less all applications for which a menu entry makes any sense
whatsoever). This is no solution for the Ubuntu menu missing an entry.

The OP could try to kill the gnome-panel, it will restart automatically.
That should make it pick up any menu changes in the Ubuntu menus. That
should not be needed, but sometimes helps
