Hey,
  A quick google shows you're probably at Birmingham City University.
Their settings for internet access are available at:
  Link: http://library.bcu.ac.uk/openaccess.htm
  These settings are for windows and mac, but are almost identical to
Ubuntu's setup, available in the menu at:
  System -> Preferences -> Network Proxy
  Evolution should abide by the settings you put in there.
