If it's in debconf, no it hasn't done any update.

Apt does:
- download all .deb files
- preconfigure those that can be (which could be where you are)
- install each .deb - beginning with the debconf step, if it wasn't already
done 

So, until you finish with debconf, it still isn't installed.

Where you put the Windows stanza?

Who can tell?  Couldn't you have given us at least a _little_ hint about the
question?  Debconf normally gives you choices - what were the options?

In any case, debconf generally just asks you when it has _new_ questions,
and all your previous defaults are kept.
