You have downloaded a CD image of Ubuntu 8.04.
Have you burned this image to a CD as an image (instructions are here:
https://wiki.ubuntu.com/BurningIsoHowto)
Providing you have done this, you should be able to place this CD into
your machine and boot from it - it will guide you through the process
of installing Linux onto your machine. Take your time, read
instructions carefully and make sure you have back copies of any data
on your existing Windows installation before you begin.

Be very careful when you are installing Ubuntu - if you tell it to use
the entire disk when it asks you if you want to create any partitions,
it WILL blow your Windows installation away).
