how do I lock physical NIC's to static device names?

I poked around a bit in /etc/udev and /lib/udev, and frankly I am confused.
I want to absolutely lock down a mapping between MAC addresses and device
names on UBUNTU 7.10 installations. can some kind soul point me to how to
do this?
