But we were talking about a java app - which you usually just have to delete
the jar file (and maybe a startup script) to remove.

If you have created a .deb that is shared, it is the essence of a
repository.  I didn't say "mirror".  Sure, to be able to apt-get it, you
need it in a specific structure and you need a Packages file, but that's
about it.
