Jeffrey, you can use any refresh rate your video hardware will allow,
the higher the better to avoid eye strain.  Like the 85 Hz this computer
is using right now.  

You may be thinking of the standard frequency of normal AC electric
current in the USA, which is indeed 60 Hz.
