Re computer won't start if turned off

I've been watching this thread with interest, as I have the same exact
problem. It doesn't matter what Desktop manager I use - it will not
restart, or just boot after it's been turned off. This is on an all
brand new machine and I've not found an answer either - the only thing I
can do is use the toggle on the back of the power supply and cut all
power, leave it for about 20 seconds, then switch it back on and it will
boot (most of the time - sometimes I have to do this multiple times to
get it to boot).
