Bugzilla 3 on Gutsy?

I installed a fresh copy of Gusty on a system and perform an apt-get
install of bugzilla, mysql-server, apache2, postfix, and phpmyadmin.
The bugzilla home page on the server reveals it is version 2.22.1-debian2.
How can/do I upgrade it to 3? Do I have to get the source and manually
compile, or is there a trusted repo I can apt-get a newver version from?
I really want to also enable https (instead of http) and disable email
support, so account changes (add, modifications, password changes, etc)
can be done locally within the database.
