How to get development package on ubuntu

Hi, all
I am a newbie to ubuntu since I always use Fedora several years. I
installed a ubuntu Guisty Alpha3 yesterday. It is a great one. but I found
there is no development package in the default installation. I don't want
to search it on the internet to get it. so I find help here as to how I can
install development package .
there is no headers like stdlib.h and so on. :(
sudo apt-get install ???
I try to install vsftpd using sudo apt-get install vsftpd. but it reports no
id.
I install it on a vmware workstation 6.
