Why is adding a new Ubuntu PC to an existing LAN such a pain?

The way you expressed it wasn't that obvious. More, you don't have to
put static ip on to be on the same address range. DHCP is very wel done
for that.

Well, the standard answer to that question is : put on the live cd,
mount your linux partition and chroot inside.
