If your ISP allows changes of permission via FTP, you can use, for
example, the gftp program - which allows you to right-click a file and
change the permissions, if I remember correctly.

gftp is available in the repositories, so you should be able to find and
install it - it appears to be in the "universe" repository.

I usually do this kind of thing on the command line now, but I think you
will find gftp has the feature you want.
