Not a free software tool as mentioned by other postingds in this thread 
another tremendous CAD tool is VariCAD [1] which is worth a closer look.

VariCAD uses regular ACAD file format for its data. 
And it is damned fast, much faster than ACAD. I've tested on the same hardware 
and Varicad is up to three times faster than ACAD on complex drawings.
