Check the X log files for any (WW) warnings.  Pre-breezy release, I had this
problem, when there was a xkb issue.  Unfortunately, that's a long time
ago, and I don't recall the exact fix, but if you don't have any keyboard
warnings, it isn't relevant anyway.
