libogg-vorbis-header-perl: "add_comments" force keys to be lowercase

function "add_comments" force keys to be lowercase. kinda annoying as
the keys fancy being uppercased, like "TRACKNUMBER".
removing line 74 in /usr/lib/perl5/Ogg/Vorbis/Header.pm is all there is
to do to get rid of this quite annoying feature that seems more of a bug
to me :)
