There's not supposed to be. The correct timing for mixer
setting-restoration is when udev receives an ADD event, and thus there's
/etc/udev/rules.d/85-alsa.rules. Your dist-upgrade to Dapper is 100%
correct in removing S50alsa-utils.

Have you checked whether, on a fresh boot, /var/lib/alsa/asound.state is
valid? Mixer settings are restored from that file.

Not at all related. We haven't shipped alsaconf as part of alsa-utils
for several releases.
