Ah, sorry - I failed to remember that I had tweaked this for the same
reasons as yours.

OK, I made a new profile ( firefox  -ProfileManager ) to see what I had
changed to make this visible. Solution follows:

1) Type  about:config in the location bar of FF
2) Type  browser.download  in the Filter field
3) Change  "browser.download.hide_plugins_without_extensions"  to
"false" ( you can toggle this with a double click on the highlighted line)

Now the options should show in the Preferences as I suggested above.

I kind of think hiding this is a bit, umm, silly on Mozilla/Firefox's part
- but I guess people were fiddling with it and then complaining when they
broke something - who knows?
