You should install the linux-headers-386 (or 686, k7, ppc etc depending
on the kernel you use) metapackage, just like you install the linux-386
metapackage to get kernel updates. All those packages come from the same
source (well, 2 sources) and are available at the same time, so it is
nonsense that Ubuntu doesn't release sources at the same time as kernel
packages :)
