carl at amd15:~$ apt-cache search squid
...
squid - Internet Object Cache (WWW proxy cache)

so
sudo apt-get install squid
man squid

You will need to tell apt-get and synaptic to use the proxy:
Synaptic, Settings, Prefferences, Network - where does it store the proxy
setting? (I don't see it in /etc/apt/sources.list )
and I am not sure if this will effect apt-get - someone want to help me out on this?

I have used it in the past for gentoo and web browsing - it is easy and works.
