/etc/apt/apt.conf & man apt.conf

personally i use apt-proxy as its specifically designed for this use
and has specific configuration options that are useful over what just
squid will suppply, and it stores the cache in the pool format so
the tree can be just burnt to dvd as a package archive that apt-get will
recognise.
