Amavis overrides spamassassin header settings.  One can override
Amavisd-new defaults in /etc/amavis/conf.d/50-user but I don't know
which setting is needed.  I thought it was $sa_tag_level_deflt but that
seems to only control X-Virus-Scanned.  Variables $sa_spam_report_header
and $sa_spam_level_char seem to have no effect.  I suspect there is a
bug here.
