Upgrading Hoary to Breezy?

Well like always I receive good advice and completely ignore it... I had a
few extra hours with nothing to do... so I thought I might be able to
complete an upgrade...
To make a long story short... one problem I see so far is that my system is
relying on "C" locales as opposed to LC_ALL. I don't exactly know what that
means so let me show you what error I received at install:
Terminal:
-----------------------------
error: perl cannot locate locale revert to "C" as default. Install locale
and set:
LANGUAGE="en"
LC_ALL="unset"
LANGUAGE="UTF-8-US"
------------------------------
It was something like this... what does this mean and how do I install the
locale files (LC, LC_ALL, etc.)?
