Another suggestion would be whereami, it allows you to specify rules to run when you start up which defines what network devices are started and their settings, sounds like just what you need

This sounds like a job for ifplugd. Basically, it's a daemon that brings
up an interface when it detects a media connection (i.e., it would do
and 'ifup eth1' when you plug in the lan cable).

It takes a little configuration, but seems to work well and can handle
hotplug devices such as USB and cardbus NICs.
